Free Cloud Credits for Startups in Dubai:

Table of Contents

Dubai startups can get free cloud credits from all three major providers. Bootstrapped founders can start with up to $5,000 from AWS Activate Founders or up to $2,000 from Google Cloud's Start tier. Funded startups can reach up to $200,000 from AWS, $200,000 from Google (up to $350,000 for AI startups) and up to $150,000 from Microsoft. The fine print matters more than the headline: AWS's big tier needs an approved accelerator or investor, and Google's needs institutional funding, not angel money.

This guide compares the three programmes, explains who qualifies for what, and shows which providers can keep your data in the UAE.

AWS Activate

AWS has three credit packages, according to its startup credits page:

PackageCreditsWho It's For
Activate Founders$1,000 to start; selected startups up to $5,000Self-funded or bootstrapped startups
Activate PortfolioUp to $200,000Pre-Series B startups backed by an Activate Provider
AWS Credits for AI Startups$200,000+Invitation only, through your AWS account manager

All Activate credits require a startup that's pre-Series B, founded within the last 10 years, with an AWS account on a paid tier plan.

The key detail for Dubai founders is the Activate Provider. The Portfolio tier needs an organisation ID from an accelerator, angel investor or VC that AWS has approved as a provider. If you're in an accelerator or have investors, ask them directly whether they're an Activate Provider and can give you their Org ID. Without one, you're limited to the Founders tier.

AWS credits also work on Amazon Bedrock, so they can pay for AI models such as Claude. That makes AWS the most flexible option for AI startups.

Google for Startups Cloud Program

Google has two tiers, according to its benefits page:

TierCreditsExtras
StartUp to $2,000, valid one year$200 in Google Skills credits
ScaleUp to $200,000, or up to $350,000 for AI startupsUp to $12,000 in Enhanced Support credits, $500 Google Skills credits, $600 a month in Google Maps credits (separate application)

The Scale credits arrive in two parts. Year 1 covers 100% of usage up to $100,000 (up to $250,000 for AI-first startups). Year 2 covers 20% of usage, up to another $100,000. In other words, the full amount is only worth it if you spend heavily in year two.

  • Start tier eligibility: a technology startup with a working MVP, founded within the last 24 months, planning to raise venture funding, and with no Google Cloud credits beyond the free trial.
  • Scale tier eligibility: VC-funded, founded within five years, and having raised pre-seed or seed within five years or Series A within the last 12 months. You can't have received more than $5,000 in Google Cloud credits already.

What Counts as Funding for Google's Scale Tier

This is the rule most Dubai founders miss. Google only counts equity investment from institutional investors and VC firms, and SAFEs qualify. It doesn't count:

  • Angel or friends-and-family money
  • Government innovation grants
  • Prize money, such as pitch competition winnings
  • Private equity or crowdfunding

For Dubai founders, a SAFE from a fund like Oraseya Capital, which invests through the Dtec SANDBOX programme, looks like the kind of institutional funding Google accepts. Confirm it with Google when you apply. A grant or a pitch prize alone won't get you to Scale.

Who Google Excludes

Google doesn't accept agencies, consultancies, dev shops, government entities, nonprofits, educational institutions, content sites, crypto mining companies, or companies that have gone public or been acquired. If you run a software agency in Dubai, this programme isn't for you.

Google's credits also don't cover third-party models on Vertex AI, which are billed separately. If you plan to run Claude through Google Cloud, Google's credits won't pay for it.

Microsoft for Startups

Microsoft offers up to $150,000 in credits for eligible Azure services, according to its startups page. It doesn't publish tiers, eligibility rules or expiry dates on that page. You'll see what you qualify for after you sign up through the Microsoft for Startups portal.

That makes Microsoft harder to plan around than AWS or Google. Sign up early, check your offer, then decide whether to build on Azure.

Which Providers Can Keep Your Data in the UAE?

This matters if you sell to banks, healthcare providers or government entities in Dubai.

ProviderUAE RegionNotes
Microsoft AzureUAE North (Dubai), with 3 availability zones; UAE Central (Abu Dhabi), restrictedMicrosoft's regions list
AWSMiddle East (UAE), region code me-central-1Listed in AWS's Bedrock announcement
Google CloudNo UAE region confirmed on Google's pagesGoogle's locations page references a region in Dammam, Saudi Arabia
If your customers require data to stay in the UAE, AWS and Azure are the safer choices for your credits. Check whether each service you need is available in the UAE region, because not every service runs in every region.

Which Programme to Apply For, by Stage

  • Bootstrapped, no outside funding: Apply to AWS Activate Founders and Google's Start tier. Together that's up to $7,000. Sign up for Microsoft for Startups to see your offer.
  • In an accelerator or incubator: Ask whether it's an AWS Activate Provider. If it is, apply for Portfolio with its Org ID. in5 members also get cloud offers from IBM, Microsoft, Amazon and Rackspace, according to the in5 FAQ.
  • VC-funded (seed to Series A): Apply for Google's Scale tier and AWS Portfolio through your investor. Pick the one your product will mostly run on, and use the other for secondary workloads.
  • Building AI products: Prioritise AWS, because its credits pay for models on Bedrock. Our free AI credits guide covers AI-specific programmes from Anthropic and OpenAI.

Dubai Routes to More Cloud Credits

  • FutureTech World Cup: the winner at the Dubai AI Festival 2026 gets $25,000 in AWS credits. Finals are on 26–27 October.
  • in5: members get cloud and hosting offers from IBM, Microsoft, Amazon and Rackspace.
  • Your investors: some accelerators and VCs are AWS Activate Providers, so ask yours. Dubai Founders HQ can introduce you to investors and accelerators in the city.

Common Mistakes

  • Applying for the top tier with angel money. Google's Scale tier doesn't count it. Apply for Start instead.
  • Using up your Google eligibility early. Scale is closed to startups that already received more than $5,000 in Google Cloud credits. Plan the order of your applications.
  • Ignoring year-two terms. Google's Scale tier covers only 20% of usage in year two. Don't budget as if the full amount arrives up front.
  • Not asking for an Org ID. AWS Portfolio is worth up to 40 times the Founders tier. Ask your accelerator or investors.
  • Choosing a cloud for the credits alone. Moving later is expensive. Pick the platform that fits your product and customers first.
  • Applying as an agency. Google excludes agencies and dev shops. Apply through your product company, not a services business.
