Dubai startups can apply to Anthropic's Claude for Startups program. The UAE is on Anthropic's list of supported regions, and the program accepts bootstrapped, pre-seed and venture-backed companies. But the headline offer has changed. As of 13 October 2026, Anthropic's program page says it is "over capacity" on the $1,000 API credit and free Claude Team offers. What new members can still get is higher API rate limits, a startup software stack worth up to $45,000, office hours and events. Founders backed by a partner VC may get up to $100,000 in API credits through that VC.
This guide explains what's available now, how to apply from Dubai, and other ways to cut your AI bill in the UAE.

What Changed in October 2026
Anthropic widened the program on 6 October 2026, during SF Tech Week. News coverage at the time listed $1,000 in API credits, a free year of Claude Team, up to $45,000 in software discounts and access to Anthropic's applied AI team.
Demand outran supply. The FAQ on Anthropic's program page now says: "We didn't anticipate the demand for the Claude Startups program" and "we're currently over capacity on the Claude Team and $1,000 API credit offers." Founders who already claimed the offer keep it. Anthropic also says it will re-review all applications, which may change the status of some.

Can a Dubai Startup Apply?
Yes. Anthropic's supported regions list for the Claude API includes the United Arab Emirates. The program page doesn't limit applications to particular countries.
The official page doesn't publish detailed company rules, so some questions are open:
- Free zone vs mainland. Nothing on the page distinguishes between them. A licence from DIFC, in5, Dtec or a mainland authority should all count as a company.
- Company age and email. Coverage of the October relaunch reported that startups had to be founded within the past five years or have raised money within the past two, and apply with a company-domain email. These rules aren't on the current official page. Apply with your company domain anyway, because it makes you look like a real business.
- Pre-licence founders. If you haven't registered a company yet, your application is likely to be weaker. Get your licence first.
- Partner VCs. Anthropic doesn't publish its partner list. Ask your investors directly whether they're in Anthropic's network.
How to Apply from Dubai
Claude in the UAE: Direct API or AWS?
There are two main ways for a Dubai company to use Claude in production, and the choice decides whether startup credits apply.
| Claude API via Claude Console | Claude on AWS Bedrock (UAE Region) | |
|---|---|---|
| Claude for Startups credits | Yes | No |
| Billing | Anthropic | AWS |
| UAE region | No UAE-specific region published | Requests can start in AWS's UAE region (me-central-1) |
| Data location | Processed by Anthropic | Stored data stays in the UAE region; inference may run in other regions |
| AWS credits | Not usable | Usable |
AWS added global cross-region inference for Claude in its UAE and Bahrain regions in February 2026. Stored data stays in the source region, but requests can be processed elsewhere.
Other AI Credits for Dubai Startups
Anthropic isn't the only way to cut AI costs. These local routes are open to Dubai founders now:
| Route | What You Can Get | Who It's For |
|---|---|---|
| FutureTech World Cup at Dubai AI Festival 2026 | $25,000 in AWS credits and a Dubai AI Licence for the winner | AI startups under $250,000 in revenue; final pitch in Dubai on 26–27 October |
| in5 incubator | Cloud credits and hosting offers from IBM, Microsoft, Amazon and Rackspace | in5 members (in5 FAQ) |
| DIFC AI licence | A complimentary Ignyte subscription with investor access and perks | Companies licensed at DIFC |
| Dubai Founders HQ | Introductions to investors and corporate pilots | Tech startups based in or moving to Dubai |
AWS credits from the FutureTech World Cup can pay for Claude through Bedrock, but not through the Claude Console.
Common Mistakes
- Planning your runway around $1,000 that isn't there. Check the program page on the day you apply.
- Applying from a personal Gmail account. A company-domain account matches your business and avoids questions.
- Building on Bedrock and expecting startup credits to apply. They only work in Claude Console.
- Not asking your VC. The biggest credits go through partner VCs, and many founders never ask.
- Writing a vague application. "We use AI" is weak. Name the product, the users and the model work involved.
Is It Worth Applying Now?
- Apply now if you're building on the Claude API and want higher rate limits, the software offers or office hours. These are still available, and the application costs nothing.
- Talk to your VC first if you're venture-backed. The partner route is the only path to large credits.
- Don't wait on it if you need free AI compute this month. Look at the FutureTech World Cup or your incubator's cloud perks instead.
Funding helps too. Our guides to Oraseya Capital and the Dtec SANDBOX programme cover two of Dubai's most active early-stage funding routes.
