Dubai Chambers Academy is Dubai Chambers' e-learning platform, launched on 1 September 2026. Its first major offer is a set of agentic AI training tracks for more than 14,000 companies. The catch is eligibility: the tracks are aimed at member companies of the Business Groups and Business Councils operating under the Dubai Chamber of Commerce, not every company with a Chamber membership.
This guide explains who that includes, what the tracks cover, how access works, and what to do if your company isn't eligible.

| Part of | Dubai's two-year private-sector agentic AI programme, launched by Sheikh Hamdan bin Mohammed in May 2026 |
The launch details come from the Dubai Chambers announcement of 1 September. The track content comes from Dubai Chambers' 11 October update.
Why the Academy Exists
In May 2026, Sheikh Hamdan bin Mohammed launched a two-year programme to move Dubai's private sector onto agentic AI, meaning AI that plans and completes tasks inside business systems, not just answers questions. Dubai Chambers was directed to lead it, with training tracks, incubators for agentic AI companies and dedicated funds.
The Academy is the training part of that plan, and the first part to go live. Our explainer on Dubai's agentic AI plan covers the targets and the parts still to come.
Who Qualifies, and the Gap Most Headlines Miss
The training targets member companies of the Chamber's Business Groups and Business Councils. That is a much smaller group than Dubai Chamber of Commerce membership.
| Group | Size | Covered by the Training? |
|---|---|---|
| All Dubai Chamber of Commerce members | 292,486 active members at the end of 2025 | Not as a group |
| Member companies of Business Groups and Business Councils | More than 14,000 | Yes |
| Companies with no Chamber membership | — | No |
What Business Groups and Business Councils Are
They are non-profit bodies established under a Dubai Chamber permit. Business Groups usually bring together companies in one sector, such as supply chain and logistics or medical labs. Business Councils usually bring together companies from one country, such as the Serbian or New Zealand business councils. Each runs its own membership. At least 64 groups and councils took part in the Chamber's quarterly meeting in spring 2026.
Grey Areas the Official Pages Don't Settle
- Chamber members outside a group or council. The announcements don't say whether they can request access. Ask Dubai Chambers directly before assuming you're excluded.
- Freelancers and individuals. The tracks are framed for companies, not individuals. No individual sign-up route has been published.
- Startups. A licensed startup may be able to join a sector group or business council, depending on that organisation's membership terms. There's no separate startup track announced.
- Employees. Access appears to be per company. How many staff from one company can enrol isn't published.
What the Training Covers
According to Dubai Chambers, the tracks cover:
- Agentic AI concepts, and how it differs from the AI tools most companies already use
- The latest agentic AI tools and solutions on the market
- Best practices for using agents in administrative and operational processes
- Improving efficiency and productivity
- Improving the quality of decisions
- Practical adoption models, including where AI can have the most impact in a business
The focus is on business use, not coding. It's designed for owners and managers who need to decide where agentic AI fits, not developers building agents.
Council and group chairs quoted by Dubai Chambers stress the same point. The chairman of the Supply Chain and Logistics Business Group called training "a vital first step towards comprehensive adoption". The chairman of the Serbian Business Council said it should give "a clear roadmap for companies of different sizes".
How to Get Access
Dubai Chambers hasn't published a public enrolment page for the agentic AI tracks. The Academy site at academy.dubaichambers.com shows only a login screen, with no public course list or self-registration. Based on what is published, these are the most practical steps to check your eligibility and ask for access:
Who Should Take the Training, and Who Shouldn't Wait for It
It's a good fit if you:
- Own or manage an established company in a business group or council
- Need a structured way to decide where AI agents fit in your operations
- Want your managers to share a common starting point before you hire a supplier
Look elsewhere if you:
- Are a developer who wants to build agents. The tracks are about business adoption, not engineering.
- Are a freelancer or job seeker with no company behind you
- Need a recognised certificate now. None has been announced.
For technical AI skills, the Dubai AI Academy at Dubai AI Campus is the closer match. It had trained more than 1,500 participants by June 2026, according to Dubai's Higher Committee update.
What's Happened Since the Launch
On 12 October 2026, 11 Dubai companies pledged to integrate agentic AI into their operations under a Dubai Chambers initiative: Emirates, DP World, AW Rostamani Group, Al Ansari Exchange, Dubai Islamic Bank, Kitopi, Dutco Group, Aster DM Healthcare, Innovo, Independent Food Company and HSA Group.
The pledge shows where the programme is heading: from training to actual deployment. For suppliers, these companies are early signals of where agentic AI projects in Dubai will happen first.
Dubai Chambers also formed an Executive Committee for Agentic AI before the Academy launched. The incubators and funds promised in May haven't been detailed yet.
Common Mistakes
- Assuming Chamber membership is enough. The tracks target business group and council members. Check before you plan around it.
- Waiting for a public sign-up page. None has been published. Go through your group or council, or call the Chamber.
- Sending developers to a management course. The content is about adoption decisions. Developers will get more from technical programmes.
- Treating training as adoption. The course helps you choose where to start. You still need data, process owners and, usually, an outside supplier to deploy agents.
- Believing the 140,000 figure. At least one outlet's headline reported 140,000 companies. The official figure is more than 14,000.
Where the Academy Fits in Dubai's AI Ecosystem
The Academy is one of several ways Dubai is building AI skills. Dubai Chambers is responsible for the private sector. Dubai AI Campus and its AI Academy focus on AI specialists and companies. Government entities follow the separate UAE federal plan for agentic AI in government services.
For founders, the training creates buyers who understand agentic AI. If you sell AI solutions, Dubai Founders HQ can connect you with corporates looking for pilots. The Dubai AI Festival 2026 on 26–27 October is the next big chance to meet them in person.
