What Dubai AI Campus is
DIFC announced the campus in June 2023 as the Dubai AI & Web 3.0 Campus, under the directives of Sheikh Maktoum bin Mohammed, President of DIFC. It opened at DIFC Innovation One, with plans for a dedicated campus of more than 100,000 square feet.
Today it works as both a place and a programme. Companies take a DIFC licence, work from DIFC coworking or offices, and get access to training, events and introductions. It doesn't publish a fund of its own. Investment comes through its accelerators, events and DIFC's investor network.
How the campus has grown
| Date | Milestone |
|---|---|
| June 2023 | DIFC announces the Dubai AI & Web 3.0 Campus, with targets for 2028 |
| August 2023 | DIFC introduces a 90% subsidised AI and Web3 licence |
| November 2025 | More than 200 AI companies and 315 entities registered under the Dubai AI Licence (DIFC) |
| June 2026 | More than 400 AI companies; the Dubai AI Academy has trained over 1,500 people (Gulf News) |
| October 2026 | Hosts the Dubai AI Festival at Dubai World Trade Centre |
The company count roughly doubled between November 2025 and June 2026. That pace puts the 500-company target for 2028 within reach.
What the campus offers
The Dubai AI Licence
The Dubai AI Licence is a DIFC commercial licence for AI and technology companies. Its main terms, according to DIFC's current offer page:
- Licence fee: USD 1,500 a year, described as 90% subsidised, for the first two years
- After year two: firms with more than 10 full-time employees pay USD 12,000 a year
- Registration: USD 100, one-time
- Visas: up to four on the first desk, with up to 50% off the visa fee
- Ownership: 100% foreign ownership allowed
The licence covers activities such as software house, AI research and consultancy, technology R&D, cyber security consultancy, and data classification and analysis. IT consultants need at least a bachelor's degree in computer science or IT and three years' experience, according to Dubai AI Campus.
Coworking and offices
Campus companies can choose flexi desks, coworking or bespoke offices. DIFC's current offer for new registrants lists flexi desks at USD 250 a month, billed annually, and 50% off premium coworking. The offer page gives no end date, so confirm it when you apply.
The Dubai AI Academy
The academy trains professionals and leaders, not only startups. It works with partners including Minerva and the Saïd Business School at the University of Oxford. These are the courses we checked on 23 October 2026. Two of the current runs are already under way, so check the next intake on each page:
| Course | Partner | Format | Price (excl. VAT) | Next dates | Best for |
|---|---|---|---|---|---|
| AI for Everyone | Minerva | 5 instructor-led sessions | USD 800 | From 1 April 2027 | Staff at any level |
| Leading in the Age of AI | Minerva | 5 live virtual sessions, 10 hours | USD 3,000 | 5 October to 6 November 2026 | Leaders running AI change |
| Future Chief AI Officer Programme | Saïd Business School, Oxford | Blended: virtual and in person | USD 13,500 | 14 September to 10 December 2026 | Senior executives |
The academy also lists AI for Business, Leading in the Agentic Era, and GenAI for Civil Service, a programme for government employees. Dubai AI Campus has also signed a memorandum of understanding with the Dubai Government Human Resources Department to train more than 10,000 people by 2030.
She Leads with AI
She Leads with AI is a six-day accelerator for women founders, run with The Power Diaspora Forum. The next cohort runs from 16 to 23 November 2026, in person at the campus, and ends with an investor pitch day.
- Who can apply: women founders of revenue-generating businesses with at least 12 months of operations and existing customers
- Priority sectors: AI and digital economy, fintech, climate and energy, food security and agritech, healthtech, space and mobility, and defence and security
- Cohort size: 30 founders
- What you get: AI tool training, an AI adoption roadmap, pitch coaching, a pitch day with investors, a year of free Ignyte access and a certificate
The page doesn't list a fee or an application deadline. With the cohort starting in mid-November, apply now if you're eligible.
Accelerators and corporate programmes
The campus also lists business accelerators, bespoke startup accelerators, an AI transformation programme and corporate innovation advisory services. It doesn't publish fixed intakes for these, so ask through the enquiry form.
How to join Dubai AI Campus
For courses and She Leads with AI, you don't need a DIFC licence. Book or apply directly on each programme's page.
Who Dubai AI Campus suits, and who it doesn't
A good fit if you:
- Are building an AI product and want a DIFC address that investors and enterprise buyers recognise
- Want to be among hundreds of other AI companies
- Plan to sell into financial services or large corporates
- Can use the visa allocation for a small team
Look elsewhere if you:
- Need the cheapest possible licence. Incubators such as in5 can be cheaper in year one.
- Plan to offer financial services. That needs a separate DFSA licence, not the AI licence.
- Run a consultancy without the qualifications the licence requires
- Want an investment programme first. Look at the Dtec SANDBOX programme or the Antler Residency at Dubai Founders HQ instead.
Dubai AI Campus vs other Dubai hubs
| Dubai AI Campus | Dubai Founders HQ | Dtec | |
|---|---|---|---|
| Run by | DIFC | DET and Dubai Chamber of Digital Economy | DIEZ (Dubai Silicon Oasis) |
| Issues a licence | Yes, DIFC | No | Yes, Dubai Silicon Oasis |
| Focus | AI companies | Tech startups generally | Tech startups |
| Training | Dubai AI Academy | Entrepreneur Academy, with Antler | Programmes including SANDBOX |
| Investment route | Accelerators and DIFC investors | Partners such as Antler | SANDBOX, via Oraseya Capital |
These hubs work together more than they compete. Many founders hold a licence in one place and join the community of another. Dubai Founders HQ is free and doesn't issue licences, so it works alongside a DIFC AI licence.
Common mistakes
- Budgeting only for the USD 1,500 licence. The desk and visas cost more. Check the real total first.
- Forgetting year three. The subsidy runs two years. Ask DIFC for your post-subsidy fee in writing.
- Picking the wrong activity. Your activity decides what you can do and whether qualification rules apply.
- Assuming the campus invests. It connects you with investors. It doesn't publish its own fund.
- Missing programme intakes. She Leads with AI and the academy run on fixed dates. Check them early.
