The DIFC AI licence costs USD 1,500 a year, but that isn't what your first year costs. DIFC requires a physical workspace before it issues the licence, and a flexi desk can cost more than the licence itself. Add registration, data protection and visa fees, and a solo founder's first year comes to roughly USD 6,100 to USD 9,500 (AED 22,300 to AED 34,800), based on the desk rates and fee assumptions explained below.
This guide breaks down DIFC's published fees, compares the standard desk rate with the advertised offer, and explains what to confirm before you budget for your company setup.

Fees come from the DIFC Innovation Licence setup guide and DIFC's AI licence page.
AI Licence or Innovation Licence?
DIFC uses both names. Its AI licence page targets AI developers and firms building in the region. Its Innovation Licence page covers a wider set of technology sectors, from AI and machine learning to fintech, healthtech and gaming. Both list the same USD 1,500 fee, the same three-step process and the same base at DIFC Innovation Hub.
In practice, the difference is the activity you register. Dubai AI Campus lists the activities that fit an AI company, including software house, AI research and consultancy, technology R&D, cyber security consultancy, and data classification and analysis.
Every Fee, from DIFC's Own Setup Guide
| Fee | Amount | When |
|---|---|---|
| Licence | USD 1,500 | Every year while subsidised |
| Registration | USD 100 | Once |
| Knowledge and innovation fee | USD 5.45 | Once |
| Data protection | USD 250 in year 1, USD 200 after | Every year |
| Confirmation statement | USD 300 | Every year from year 2 |
| Flexi desk | USD 6,000 + VAT a year (USD 500 a month) | Every year |
| Establishment card | AED 1,900 new, AED 1,950 renewal | Before any visa; then renewed |
| Employment visa, applicant outside the UAE | AED 2,950 (AED 3,900 express) | Per person |
| Employment visa, applicant inside the UAE | AED 4,300 (AED 5,850 express) | Per person |
| Visa deposit | AED 1,000 | Per visa, refundable |
The guide lists visa and card fees without a currency. The visa deposit beside them is in AED, so we've treated them as AED. Medical insurance for each visa holder is extra and isn't included in any of these figures.
Why the Desk Price Varies: USD 6,000 or USD 3,000?
Sources disagree on the desk because DIFC publishes two prices:
| Source | Flexi Desk Price | Per Year |
|---|---|---|
| DIFC Innovation Licence setup guide | USD 500 a month + VAT | USD 6,000 + VAT |
| DIFC coworking brochure | USD 6,000 a year (AED 22,200) | USD 6,000 |
| DIFC Innovation Licence offer page | USD 250 a month, billed annually | USD 3,000 |
The USD 6,000 figure is DIFC's standard rate. The USD 3,000 figure comes from a current DIFC offer for new registrants, which describes flexi desks as 50% subsidised. The offer page gives no end date. The same page lists data protection at USD 0, against USD 250 in the setup guide.
The Real First-Year Cost: Two Worked Examples
Both examples are hypothetical, use DIFC's published fees, and assume one founder applying from outside the UAE, 5% VAT on the desk, and an exchange rate of AED 3.6725 to the dollar.
| Item | Standard Desk Rate | Offer Desk Rate |
|---|---|---|
| Licence | USD 1,500 | USD 1,500 |
| Registration + knowledge fee | USD 105 | USD 105 |
| Data protection | USD 250 | USD 0 |
| Flexi desk incl. VAT | USD 6,300 | USD 3,150 |
| Establishment card | AED 1,900 | AED 1,900 |
| 1 visa, outside the UAE | AED 2,950 | AED 2,950 |
| Year 1 total | about AED 34,800 (USD 9,500) | about AED 22,300 (USD 6,100) |
A second founder's visa adds AED 2,950, bringing the totals to about AED 37,800 and AED 25,300. On top of that, each visa needs an AED 1,000 refundable deposit and medical insurance.
Year 2 is cheaper but not by much. At the standard rate, the licence, desk, data protection, confirmation statement and card renewal come to about AED 32,400 (USD 8,800).
What Happens After the Subsidy
This is the cost most founders miss. DIFC's Innovation Licence setup guide lists different annual fees based on the number of full-time employees and the year of the licence. Its published schedule shows USD 1,500 for firms with 10 or fewer full-time employees in years 1 to 5, rising to USD 4,000 in year 6, USD 8,000 in year 7 and USD 12,000 in year 8. For firms with more than 10 full-time employees, the guide lists USD 12,000 a year.
DIFC's AI Licence and Innovation Licence pages describe the subsidy period differently, with the Innovation Licence page stating two to five years. Confirm which fee schedule and subsidy period apply to your specific AI Licence before you incorporate, and ask DIFC for the year 3 to year 5 fees in writing.
Who Can Get the Licence, and the Limits
The licence is open to technology and innovation firms at any stage. According to DIFC's setup guide and Dubai AI Campus:
- Allowed: 100% foreign ownership, no minimum capital, fully online onboarding.
- Must provide technology. Your company must offer a technology product or service.
- IT consultants need at least a bachelor's degree in computer science or IT and three years' experience.
- Your company name must reflect your activity, under DIFC's naming policy.
- Not allowed: financial services, trading physical products, and running crypto exchanges or brokerages.
It's a good fit if you're building an AI product and want the DIFC address, Dubai AI Campus access and its investor network. It's a weaker fit if you just need the cheapest possible Dubai licence, or if you plan to offer financial services, which need a separate DFSA licence.
How to Apply
DIFC puts the whole process at about three to four weeks.
DIFC vs in5: What Year One Really Costs
in5, TECOM's incubator, is the main low-cost alternative for tech startups. Using each provider's published prices for two founders on a shared co-working desk:
| DIFC AI Licence | in5 (TECOM) | |
|---|---|---|
| Licence fee | USD 1,500 a year (AED 5,509) | AED 1,000 a year |
| Subsidy length | 2 years (DIFC says up to 5) | 3 years (in5 says up to 5) |
| Desk, year 1 | USD 3,150–6,300 incl. VAT | AED 15,000 |
| Visas included | Up to 4 on the first desk | Up to 4 subsidised |
| Year 1, two founders | about AED 25,300–37,800 | about AED 21,300 |
| Selection | DIFC approval of your activity | Committee pitch |
| Main draw | DIFC address, Dubai AI Campus, investor access | Lowest cost, labs and studios |
in5's figures come from its business setup page. With the DIFC offer rate, the gap is small. At DIFC's standard rate, in5 is noticeably cheaper.
- Choose DIFC if your buyers or investors value a DIFC address, or you want to be inside the Dubai AI Campus community.
- Choose in5 if keeping costs down is the priority and you can pass a pitch to its committee.
Common Mistakes
- Budgeting only for the licence. The desk is mandatory and costs more than the licence.
- Quoting the USD 3,000 desk without checking. It's an offer, not the standard rate, and it may end.
- Ignoring year 3. Once the subsidy ends, the licence fee can rise sharply. Get the post-subsidy rate in writing.
- Choosing the wrong activity. A consultancy activity has qualification rules, and financial services aren't allowed.
- Forgetting medical insurance. Every visa holder needs it, and none of DIFC's fees include it.
Where the Licence Fits in Dubai's AI Ecosystem
The licence is the entry point to Dubai AI Campus, the DIFC hub for AI companies. It also includes a complimentary Ignyte subscription, which connects founders with investors and mentors. The licence matters more now that Dubai is pushing businesses to adopt AI agents, as explained in our guide to Dubai's agentic AI plan.
A Dubai AI Licence is also the top prize at the FutureTech World Cup pitch competition, covered in our Dubai AI Festival 2026 guide. For funding once you're licensed, see the Dtec SANDBOX programme, or join Dubai Founders HQ for free introductions to corporates and investors.

Your Next Step
Before you apply, ask DIFC two questions in writing: which flexi desk rate you'll get, and what your licence fee will be in years 3 to 5. Those two answers decide whether DIFC costs you about AED 22,000 or closer to AED 35,000 in year one, and what it costs after that.
